I wouldn't go that far. We don't know that the "shot callers" are against Morningstar enough to worry over our apparent allegiance. In fact, they may be entirely unrelated to the leak and simply issued a separate command to the UNA to pass us over or belatedly scrubbed the leaked data on us, when they realised we had become targets.
Just because "they" haven't asked anything of us doesn't mean we're not part of their plans. Perhaps we're even already playing into them. With their claim potentially embedded in our very bodies and inhuman abilities. Maybe our new genetic code's even copyrighted, like everything else on this planet. We don't know.
There's also the matter of the mysteriously released murderers among us. I doubt Gaby went down to the precinct herself to bail them out, if they're roaming free in the city under the same names as their arrest, after they were initially held while unregistered. Maybe someone else intervened.
